Components can be crafted into other Components, equipment, consumables and tools such as Dynamite and Skeleton Keys (which allow access to challenge dungeons). a Battered Shell added to a shield gives you a Shield Slam ability).
Grim Dawn has Components (similar to Relics/Charms in TQ) - these can be added to items to enhance their stats, some also grant extra abilities (e.g. I'm not sure if crafting has been expanded in the two more recent expansions. Rarely a Formula will drop which allows you to craft an Artifact (an item which provides a bunch of passive bonuses EDIT: some also provide abilities) out of Relics, Charms, Scrolls (single-use items that cast a powerful spell) and other Artifacts.
